No, most promos simply have the UPC punched out.  Not many labels do that
stamping thing anymore.  In the purest sense, "Cutouts" are just that: they
have been physically cut with a bandsaw, so that they can't be sold as new.
 The term has just spread to cover any disc that's sold at a steep
discount, whether it's been phyically marked or not.
