They sure have looked like cutouts, with the punched out UPC and all.
Most of the cutouts I've seen haven't been at Amoeba anyway.  And as for
promos, aren't they usually stamped on the front cover as being
promos/"not for resale"?

Well, I think that at least *my* curiosity has waned on this issue, but
I appreciate all the feedback and such.
