A few possible reasons:

I'm 10 years old and don't have a credit card.  I have 6 bucks burning 
a hole in my pocket because I fed the neighbor's cat while they were 
on vacation.

I'm hanging out with my friends at the mall, and it's a social thing.

I'm on line at the supermarket, bugging my mom, and I'd rather have a 
song than a candy bar.

I'm exaggerating a bit of course.  All I'm saying is that the whole 
paid downloading thing seems to leave behind the youngest buyers who 
would buy small amounts of music.  So they learn to download 
illegally, and *that* becomes their formative experience.
