My favorite power pop album still has to be the self-titled album by The
Toms.  I'll never forget buying it from the dear departed Disques Du Monde
in New York, after reading their description of it which said it was a lot
like Shoes and Badfinger.  I just love the melodies and the jagged energy on
that album (admittedly, a few of them were lifted from The Stones Between
The Buttons, but Tom somehow made them sweeter and warmer), and the raw
production really complemented the songs.  I remember back in 1980 when me,
my brother Joel and our friend Jeff were sitting around the turntable
listening to that album, realizing that, in fact, The Toms were just one
guy.  I wondered out loud why he chose a group name rather than simply his
own, and Joel piped in with "Because it's Tom on guitar, Tom on Drums, Tom
on bass..."  Pretty astute for a 19 year old.  :-)

My favorite power pop song is either "Baby Blue" by Badfinger or "Come On,
Come On" by Cheap Trick (In Color version, not Budakan).  I think the latter
exemplifies the genre a little better ("No Matter What" may be the
quintessential power pop song for me, but it's not my favorite), so maybe I
should go with Cheap Trick here.
