Peter Evans is listed as lead singer on my copies of the Numbers & Hot
Tip lps. The only difference in the 2 4-peice bands is Numbers rhythm 
guitarist Kennedy being replaced by keyboardist Gerrard in Hot Tip,
as noted on Canoe.

The only mention of Canada's "The Mods" I can find on Canoe is this
info listed under David Quinton (who has been discussed here before):

Toronto multi-instrumentalist David Quinton first came to the attention
of Canadians in 1977 as drummer of the seminal Who tribute act The Mods
along with Greg Trinier (vocals), Mark Dixon (bass) and Scott Marks
(guitar). The band slowly became a Jam clone band with ample bits of
punk angst to make them Queen Street, Toronto favourites.

During an opening slot for the Dead Boys, lead vocalist Stiv Bators
became a fan of The Mods. After the disbanding of the Dead Boys a year
later, Stiv Bators remembered Quinton and asked him to join The Stiv
Bators Band in 1979. The Mods had played out their final days along
with legendary punk club The Edge -- landing them a role in the movie
and a spot on the soundtrack and promptly self-destructed.

So could Greg Trinier be the person you're thinking of Ralph?

BTW, Mod Pop Punk Archives has 2 Mods mp3's, though these seem to be 
later recordings done with Chris Spedding and w/o Quinton.
