I knocked up something similar to this myself. The freedb database which is
the free version of the cddb database is actually available for download.
So, I downloaded it and unpacked it onto my PC. The freedb website also has
a script you can run that will convert the database into a Microsoft Access
database.

I wrote a few simple queries that means when I get a new CD I can search in
the Access freedb database for the tracklist and then plug it into my
personal database of CD's. It works pretty well, was easy to set up and
means I don't need to have a net connection when I want CD details.

It also works well with the program I use for ripping , CDEX,  as it
recognises local freedb databases. Just depends if you've got a good enough
connection to download the hefty freedb database to start with.
