The only one available is a mid-'90s one called FEELIN' GROOVY: THE VERY
BEST OF HARPERS BIZARRE on Warner Archives.  I do not recommend it.  For
one thing, it fully ignores their third album, THE SECRET LIFE OF HARPERS
BIZARRE, which is possibly my favorite of theirs.  For another, it doesn't
always pick the top-grade material off the other three albums.  

If I were you, I'd save my pennies and get albums #2 and #3, ANYTHING GOES
and SECRET LIFE, in one swoop.  If those two do it for you, pick up album
#1, FEELIN' GROOVY, and eventually get around to the disappointing HARPERS
BIZARRE 4.

Interesting side note: the only members of HB who ever appeared on any of
their albums were singers Dickie Scoppettone and Teddy Templeman.  The
other three (later two) guys were featured in the cover shots and played
live with them, but didn't play a note on the albums.  Dickie later
self-released a "reunion" HB album, AS TIME GOES BY, on his own label in
1975.  For old times' sake, he got those guys to pose for the cover
shot...but once again, they don't play a note on the album.
