This is probably a ploy by the people that have to pay the money. If there
are enough people who apply, they will only have to pay some organization
(too lazy to look it up) a lump sum. It will cost them A LOT more to send
hundreds of thousands or a million or more individual checks (keying in all
the data, mailing, postage, bank fees, etc.)
Budget this money in with your tax cut.
